Yes there is a ton of discussion on this right now. If your in one of the new standard 1k or 5k worlds, you need a scholar to capture other players real cities, but you must cap barbs with troops, scholars don't work on them. If you are in a old style world, any world before w115 i think, you can capture barbs and normal cities the same, with scholar...

Quark Games is currently working on a new "multi city management" system this should vastly improve the way players can manage their cities. if there is a limit, you can not go over. to find out what your worlds guild limit is, go to portal and go to worlds. Then when at world screen you can go to my worlds, and click on the info button next to the button that says return. it will give the stats of the world including guild member limit....
