Why does it exist and how to increase or abolish it?

I was sending out attacks and a msg popped up I had no troop commanders. How to remove upgrade or build to get rid of this msg?

I was doing great with at least 5 queue in cityhall but suddenly I am capped at two has coated me and basically ruined gameplay a little making the game less interesting since more time has to go into it to keep up.
