If you tear the rally spot down, will the city still generate loyalty? (does the r.s generate loyalty or is it some other factor? I know the fixed rate thing jw about the rs

Would just like to point out that 2 points is a percentage of 100, 2% to be exact. With that said, i would like to say that loyalty does in fact, go up in percentages
