Well it would definitely benefit you to build up a conquered city, there is no doubt about that. But I think what Stark is saying is that if you could just as easily move troops to and fro, you wouldn't have to rebuild the city. You can leave it demolished and there would be no necessity in leveling...

Destroying the rally point of a barbarian city is not a good move. Since barbarians don't move their troops, they really have no need for a rally point. The thing to attack if you're trying to farm a barbarian city would be the barracks. You want the barbarian city to flourish its resource gathering...

Or get rid of population cap as it stands and make it sustainable population, troops would consume at an hourly rate and therefore you would have to farm more and more to sustain your troops, this would mean you could potentially have larger armies but to do so would take time and effort.
