I think it should return to a 10k city once you destroy it (leaving it as previous level is pointless...enemy just recaps empty city). Micro management kills it. I have 185 cities....its almost a job to tend to them. As Ive said on another post. If I send x waves to cap a city and after capping it I still have a wave incomming, I would like them to show some sentience and support MY city rather than plundering it !! (or capping it again). Even if you did destroy everything.
