I was wrong to suggest reducing the forge levels to 5, one for each distinct difference in tech. Rather, the forge ought just be removed. What if we just had archers be a unit that did lots of damage but didn't fully commit offensively and covered your retreat. Defensively they could reduce morale of the attacker.

Easily achieved in just units of time and resources, rather than units of time, resources, AND levels.

Forge System seems Wasteful

I would like to suggest making the Forge a 5-level building instead of a 20-level building, at least in the 1-level unit upgrades model (which is all I know). You could easily get all the forge's functions split into 5 levels rather than have 15 levels in-between that serve no apparent design purpos...
