What happens is that when you downgrade a farm, they won't be able to make troops until it's below whatever # of the pop. So really you be hurting that person if you lower the farm to a degree.

Don't think they have one yet. But it easy, all it takes is to send 4-5 waves of Scholars to take a city. Just to make sure to send troops with the scholar or you going to loose your scholar.
