Morale are the troops strength of each of your attacks. It your morale is showing -20 meaning you're attacking at only 80% strength of your total troops strength in that attacks. And it goes the same as +20 means at 120% strength which will increase the killing power and minimise your troop loss.

And for specialise city there's no way u can build with more than 23k Zerks with resources building up and Barracks at max and city hall at 25. Rest 0.

You can do this even if both account are at the same guild. If either 1 account drop to cap the others it'll work just fine.

Yep , playing with 2 accounts from 2 devices are normal . Some even have up to 4 as i'm aware of .
