Also... there are many ways to attack a city and chaos can be used to defend it against your attack. If you've launched attacks and want to add additional clearing waves a few hours later, the enemy can get an ally to chaos the city and be prepared for your initial assault, so it works both ways guy...

Combining armies
This has probably already been answered, but can you combine armies from multiple cities? It seems ludicrous that you can't take an army from one city, and combine it with another from another city for a new launching point.

If a player does not log in, have them attacked with a certain frequency by a barbarian city... and if they sustain X amount of attacks within a certain time frame, with a zero growth rate, they are absorbed and turned into barbarian city that AI tak...
