the "commander" is only the cap ... could be the "queen mother" herself ... that is still a weird cap ...

city hall 25 + barracks 15 + forge 20

then build academy. ( there you buy scholarship which opens recruiting [educate] scholars )

in case of losing the last city your academy values seems to remain so if you restart the same world you can carry on to the next scholarship count and can produce scholars straight when academy is up if you ever bought enough scholarship to reach at least level 1 scholar before losing.
