I have a same problem
I have a same problem. In my case, it happens after capturing a city with scholars evacuated to other town. The city belong to other guild so I needed to give it us right away, so I did. Somehow without taking scholars "came with" the city which I took and lost, scholar cout is still high up. I won'...
