It depends.. Let's say there's a City next to you, and every time you have farmes the city, your max profit was 648 of each ressource.. Then it won't matter of you send 2000 or 200, they can't loot more than the city have in the warehouse.. So in that situation i would rather attack 10 cities with 2...
