Using the market, after the intial 15 days since a world opens, you can TRANSFER resources between cities, yours or others...

If I well remember, lv25 market enable you to transfer 500k resources in total (133-133-134 f.e.)

Normally it works both sides. And on my device, too...

Always try this if errors are recurrent:

1. Restart the app
if not solved
2. Restart the iPhone
if not solved
3. Reinstall the app
if not solved
4. Send a ticket and prey

This most likely means if you've already conquered a town, there are some scholar abroad from there supporting another city When you're conquering a city, always look for outer troops; you'll sometimes find great surprises supporting others cities...
