Yes. The game takes a while to update everyone's information.

1) Yes. Sending a scholar as support over to a barbarian converts it into a norma Lord city. Haven't tried this out yet though.

2) Yes, they do stay the same as what ive heard from guild members.

3) Barbs are NOT protected by truce. Truce only affects Lord cities, so keep that in mind.

Oh yes please Pwn! Get your artists to do that right now! Less clothing = better.

With that, it should be free too. Multi city management without it takes way too long. Currently dealing with only 45 cities still takes a long time and can be rather stressful the further up you go. Having to pay money just for that would be too inconsiderate on PM's part.
