Yes, there is a non-buggy chance you are confusing morale and loyalty. Have a read up in the help section. Only a scholar will tell you the loyalty of a city that isn't your own. It should be 70,000 unless they make more changes to the city density. It's currently 28 cities to around 12 barbs in every potential 100 city block. Not 100% sure, but I think that's up on 25 which gave a 62,500 population Don't wait too long, as there's many players who would have entered earlier ...
