Yes, all of them. But don't forget to produce troups. Even in defensive cities. Otherwise scholars from that city will have no meaning.

OK, here is the calculation (used Excel to get this): For 113 cities you used 112 scholars. This makes 6328 scholarships. If you have 12772 scholarships, you generated 19100 scholarships total. With 18915 scholarships you can train 194 scholars. You already used 112 scholars, so 194-112 = 82 scholar...
