I like this idea! I hate when I take the city twice and end up burning two scholars. It's a pain!

I totally agree with OP.

It would be extremely helpful if there was a scholar flag on the portal page that indicates if a city has any scholars. Similar to the loyalty meter you recently added. When you have a ton of cities it's hard to remember which of your cities have scholars in them. It takes forever to go to each city...
