Can somebody from VALOR operation team tell us what's going on? I have had this problem for few days already. SOS~

Could anybody explain how it works? I have enough resource to get another scholarship, but I am not able to. The message still shows I need additional resource to get scholarship. By the way, I possess three scholarships and two scholars now.
