Merchant Functionality

Expand merchants functions to include the ability to go to an allied city and pick up resources. The benefit of this, is that you can aquire resources from a city without using the allies merchants. For instance, if a player has extra resources, it could be given to an ally with that ally's merchant...

It would be nice to not have letters be an option when I should only be using numbers. Eg. I want to recruit 100 Lancers.
