Some of my cities in world 41 (a 3 level world) will only allow a maximum level of 1 for guardian research, although they let me waste my resources researching a lvl 3 guardian that only has lvl 1 capabilities. What is going on here?

This happens all the time. I was trying to support guild mates and send counter attacks, but I can't connect. I'm fed up with this crap.
