Yep, this happens to a lot of us. It is a refresh / data synch problem. Your local device is not correctly synching up with the servers, and as such is displaying old information. Because cities have inherent defensive capabilities.

Load the simulator and run a test to see how many troops you need to send to protect your scholar. For no walls it should be around 50ish, plus or minus.
