I am working to attack another city and when I try, I get this message that states: "Chaos on the battlefield try again later". What the heck does this mean??

Please fix this blasted "busy updating Valor" message I get EVERbtime I change tosnother city. About ready to quit this ame. Too frustrating!

I am extremely frustrated with the "busy updating Valor" message. EVERY time I switch cities it comes up! Please fix.
