I totally agree with Patches42 the mail update is broken. you should not have to go to the city to get mail notifications. The ability to sort the portal screen either by drop down or option setting to allow not only alphabetical displays but by size or region would be helpful.

Another easy sort field would be by size. This would allow you to update you smaller cities first or more frequently and put your fully developed cities at the bottom of the list if they are just in scholar development mode.
