Scholar bug?

Ok so I have scholar limit 4. I have captured 2 cities and have 2 scholars trained. So I can train no further scholars currently.

I then attacked a city and captured it. One scholar got used up. But then the enemy city I captured had 2 scholars (that were out of the city at the time) that became mine when I capped. This new city in turn was (purposely) captured by an ally of mine. In doing so, I lost the 2 scholars that originally belonged to the enemy.

So basically now I am still scholar limit 4, but only have 1 scholar left (1 got used up in the capping process above, and I lost the 2 that belonged to the enemy). I also only have 2 captured cities left. Shouldn't I be able to train 1 scholar now? For some reason, Valor lists me as being NEGATIVE 1 (ie. -1) in terms of scholars I can train. Am I missing something?
