2 cities, but only 6k total points?

2 cities, but only 6k total points?

I was looking through the leaderboard in world 69 Quanor and This guy a few places above me (A long time ago) was at 6k and it said he had 2 cities. I believe he is inactive though so i dont know? Is it a bug?

He probably,had 3 but his strong one got taken.
