Cities Don't Update Properly

I am having a problem with my city updates. For instance I have maxed out my farm on a main city, but my display for alloted ppl allowed shows 20.293 instead of the 23k. As a result, I cannot educate anymore scholars or max build my resource buildings. I either must keep refreshing(which doesn't work), or wait a whole entire day(s) for it to properly display. And my Valor is up to date.

My apologies. It is a glitch/bug that the tech team is working on. It's hard to make a game like Valor 100% but efforts are being made to get this as de-bugged as we can.
