Buildings Dont Develop

I upgrade a building from lvl 28 to 29 and wait the 6.5 hours. After the construction is complete he building is still at lvl 28.

Ever since this game updated there have been lots of bugs.

Does the building show level 28 in the city hall screen also or just from the graphical map? Usually a restart will resolve that issue.
