Sending Resources Bug?

I have several cities near each other and use markets to send resources from one to the other. Every time I do so it gives me a report of when the resources should arrive at the other city. However, what usually happens is that after that time is up, the resources are not in the target city. If I move from city to city, I can usually eventually get the resources to "pop" into my city and the report shows up with a red "!" at the top of the screen. Sometimes I have to exit and kill the app, and then restart before the resources are available.

It seems to me I should just be able to switch to the target city and the resources are already banked after the travel time is up.
