No attacks allowed

Even though I have no outgoing attacks, when I try to send an attack it tells me i have reached my limit of simultaneous attacks on that city.
Due to the new chaos rules, other players way be attacking the same city.
The stock message may need to be reworded, or recoded to have separate messages. Similar to the truce message that says you to everyone, even though it was someone else who bought truce.
