Hiding place disappeared

I was able to upgrade hiding place to lvl 5, and it has now disappeared from my city hall listing. It shows up on the graphical view of the city but I cannot upgrade.

It's been a bug known since long...

If it disappears, and that you need to level it up, go to the graphical city view; it's still there
