New win condition problems

I used a neighbors iPad to jump into W469 in hopes to get him interested in the game. One of his cities was rest due to not being active. There world settings say 1 respawn but yet you can't respawn. This may be due to world win conditions not allowing it

43,68 was the cords of his city that can't respawn. I tried multiple times, reinstalled game, and entered other worlds. It spawns in new worlds but will not spawn in W469. Sorry but he has no interest in playing or dealing with a system problem for a game he has never played really. There is no way to enter the world anyways. It is a new iPad
