Scholar farming and negative scholars

This is becoming an increasingly common glitch that more and more (lower-skill) players are starting to exploit in worlds these days. I know I don't have to explain the glitch or how it's done, as we all know that it happens. Can something be done to mitigate, or better yet completely deny, a player's ability to use scholars when their academy is in the negative?
