Hiding place keeps hiding in list view

The hiding place is sometimes not displayed in the list veiw of city hall. I do not use the graphical veiw for many reasons and keep having to switch to see the hiding place

I am having the same problem with the hiding spot. Sometimes it may be there, and if I click it to upgrade, then it disappears.

I have the sam problem it will be there sometimes and then when i upgrade it just dissapears!
