I am unable to do anything in any city in any world. When I try to do something, I get the error message gr.e104. What should I do?

I get this error when I try to build in W78. I hope it isn't in all worlds.

This error message won't let me do anything and I have a storm of attacks coming into three of my cities! I'm sure attacks will go through, as that's what happens with the other bugs. I'll want my cities back Valor!
