Recently I scouted one of my neighbors. His score is around 1100, without any change.

However, he has 2,612 lancers, yet all his buildings are level 1, including his farm.

Surely this must be impossible.

How do I report this anomaly further?

It is possible... He made troops and sent them out of city. Somebody level all his building and then he called back the troops. Highly unlikely but the only possible theory.

Thanks Eklavya, appreciate your feedback. He was a beginner and in our part there is nobody big enough to do that, other than killing troops.

His lancers have incresed by 600 in one day!

I am building an army to take him out but though I am five times bigger struggle to keep up with the increase, though of course I am expanding my resources.

Just seem to be very weird?

I have been scouting the same city for 2 days now and have the same thing. This guy doesnt move any troops out, no city progression yet continues to build lancers. Since his city started after mine I know for a fact that no one has smashed his city after building these troops.

This is a glitch that is being looked into. The short of it is an inactive player or even a barb city sometimes decides to build mass amounts of one troop ( usually lancers).

Usually that city will stop that behavior at some point, but be aware of how fast it is growing when you attack it.

I don't want to waste troops unnecessarily.

My glitch is in same world 89, at location 387,190 in case you want to look at it.
