Market is always empty?

The "other offers" section in the market is always empty? Guild mates say they have trades up but I can't find the.
I set the search up too, for 24 hours but it returns empty? Has no one in a 24 hour radius have any trades?
I have a trade setup, finally someone did a trade so they can see me but the handshake icon on the map is missing too.
Is it broken? Also the + button to increase hours doesn't work.
