Is there a key regarding which regions are N, S, E, W / NW, NE, SW, SE etc for when I do a re-start and want to be close to my existing guild?

Just think of the very middle region (22) as the center of the compass. There really isn't a way to say that for example regions 12 and 2 would just be north. The direction you choose is a general direction of where you want your city.

It seems like r00 - r24 is the south region and r20 - r44 is the north region based on my experience so far. r20-r24 would probably be overlap between S and N. So that would give the following:

SE:
r00-r01-r02
r10-r11-r12
r20-r21-r22

SW:
r02-r03-r04
r12-r13-r14
r22-r23-r24

NE:
r20-r21-r22
r30-r31-r32
r40-r41-r42

NW:
r22-r23-r24
r32-r33-r34
r42-r43-r44

Why would I end up in R33 if I picked NE?

I end up in R14 when selecting SE. Doesn't appear to be a set point that it shifts from.
