Is creating muiltiple guilds alliances cheating?

There's a player that's been creating a super guild, by creating multiple guilds and forming one giant alliance with them. Isn't doing this sort of exploitive bypassing a limitation put in the game. It's one thing if it's truly fully different guilds forming and working together, but this is one person creating multiple guilds.

Usually, as worlds get older, super guilds occur anyway due constant threats of attack.
