W69 hack, cheat???

So w69 just openes but there's this guy ranked #1 that already has 2 cities????

I was coming here about the same thing. It's possible for a person to do that with paying cash, but in this case the points don't add up. Just getting a city to the point that you can produce scholars would mean he'd be close to a 10k score, but he's at less than 3k.

It wouldn't be possible even with paying cash to get a 2nd city that quickly. It is a glitch that occurred, not a hack or cheat.

One of their cities is in the process of being removed right now.

LOL! Won't say what world it was, but I started on World X on Day 1 with one city. On Day 2, I had two cities. On Day 3, I had three cities. And on Day 5, I had five cities. I contacted Support and just ignored cities 2-5. Eventually, support reverted them back into barb cities. About a month later, I capped three of them.
