For this badge, does the resource limit apply to all cities or just the main city?

Well if you had more than one lord city it wouldn't matter because its only the first scholar training that counts for the achievement. For the gold you need all resource producers at lvl 10 and below.

My question relates to the barb cities...

I'm fairly certain no cities can have res over level 10. Although you could probably snag a barb or 2 and level their markets to transfer res as long as the res buildings in your barbs don't exceed level10..... I'm currently trying to get my gold Machivellian but its a pain because you grow slowly and that makes you a target.... I swear I've used more res rebuilding troops than I have actually building towards the academy....

Well what you do is get to like level 20 for each resource producer then after you build the academy you downgrade the resource producers and WHALLA! And also no I don't think it pertains to barb cities but you'd have to ask the dev team

Yeah... Try to get hold of them!
I thought of that too, but surely it records the awards for resource building?
Anyway doing it legit... Getting tons of barbs to supplement resources...

i dont believe getting barbs has anything to do with it. you just have to have your resources level 10 or under. trading resources whether between your cities or through the market should not interfere with you achieving this badge. one thing i tell you is that its slows your growth, and is a pain to achieve but i like these badges.
