Re-learning troops but not scholarships?

I just completed my 2nd Academy and, to my surprise, I have to start from where I left off in my original city with scholarships. How come I have to research everything over again to get troops but not scholarships?

Scholarships are shared across the entire kingdom. The reason for this is scholarships cost more for each one you make, that is not so with regular troops.
