The market had two systems Trading and Sending.

1.) Trading. One player creates offers and another play can accept them.

2.) Sending. After 14 days in the world, You can send resources to any city.

does the market need to be at a particular level to start trading. I don't see any options for my market except upgrading. Or am I not looking in the right place?

Click on the market itself, on your town screen.

You get some tabs - Send, Your offers, Other offers and movement.

Other offers is where you can look at what's out there, your offers - puts up a trade and.. so on.
Upgrades to Markets allow you more than one trade going on at a time..

Every time you upgrade the market, you get one more merchant. Each merchant can haul up to 1,000 resources. Once the market is at level one, click on the top left of the screen where it says your city's name. Then scroll down to market and click on it. Then all the options for market will be there.
