Can you tell if someone is/ has used scouts on your city and if they were successful or not

Yes, in the report you get it will say if it is successful or not.
For support in game, please go to:
Portal > ? (Question Mark - Upper right of the screen) > Support > Mail Icon
For support outside of the game, please go to:

If they use the insta spy "gold" you will not know they attacked you. The game always protects the gold players and rightfully so
