if i conquer his/her city,how can he do then ?

You can conquer any city that you can attack.

A player with zero cities is given an option to restart or abandon the world (abandoning is currently disabled)

Above, then you purchase scholarships to enable buying scholars

in case of losing the last city your academy values seems to remain
so if you restart the same world you can carry on to the next scholarship count
and can produce scholars straight when academy is up if you ever bought enough
scholarship to reach at least level 1 scholar before losing.
( ex you were owning 4 cities, lost all, restarted, ==> 3 scholars straight possible to produce
when academy is back up )
