Scholar and scholarship limit

Could anybody explain how it works? I have enough resource to get another scholarship, but I am not able to. The message still shows I need additional resource to get scholarship. By the way, I possess three scholarships and two scholars now.

I have the same problem, and got the message that Valor is being updated. So that must be the reason. I'm in w56 & 47.
