The guy in top spot in world 69 started with two city's how is this possibly or is he just hacking?

It was a glitch that allowed him to have two cities so early.

We are in the process of removing one of those cities right now.

Yeah there is one in 67 too

That one is legit though as you can tell by the total amount of points that player has.
