Please Check Thé rank 1 in w127..how can he already has many Cities?his Top City is only 8k,is that possible to Produce Scholar?

The majority of those cities are barbarian cities, which do not require a scholar to capture.
When looking at his top city, he does have all the buildings necessary in order to create a scholar.
