Lost scholars???

I've just conquered a city twice which usually means as you've lost your other scholar, I get to train another right away without the need to buy more scholarships( btw, I conquered it, then someone else did and re conquered it again, also.., I had saved enough scholarships to but my next scholar but now it says "number of scholars can educate -3???????? What's going on???? Please tell me it's a bug n will sort itself out???? Thanks

Did the captured town try to hide scholars by hiding them in another city as support?

The first time I conquered it I sent the scholar that was already there out as support, when I re-conquered it from another player, the scholar was already there I think, can't remember. But.., what bout the fact that I'd bought all the scholarships for my next scholar n now I can't get it??? Cos it says I need to get 3 scholars worth of scholarships!
