Can i pernanently send troops to my other city?

I want to revoke my spies
In my main city and spend points on spies on my alternative city, but what will happen to the spies in my main city? I tried
Sending those spies as support to my alternative city but I cannot send attacks with them. Is there any way I can permanently send the spies to my alternative city so that I can use the attack function with them or as soon as I revoke my main city and take the points off the spies I'll lose the spies?

Those scouts will still be there when you revoke that last point. They will still be considered level 1 scouts.

There currently isn't a way to permanently move or reassign units to a different city though.
