Chaos on battleground

Im trying to attack a city but I keep getting a message that says "there is chaos on the battlefield. Please send troops later".. What does this mean?

It means the target has too many attacks heading towards it already. I think 40 is the magical number. Probably another guild sending lots of small attacks to prevent another guild from taking the city.
